Owasso 7-C

Heard a domestic call tonight on Owasso's main ID 28688 and an officer called for a Supervisor to contact him on 7-C. I went into search mode but nothing came up (800) and I wonder if this an old freq outside of the 800 system?

Is that perhaps what the call the old VHF frequencies they still use for car 2 car?
