The London upgrade sort of snowballed due to various reasons... London Fire joined the EDACS system with the expectation that the city would migrate to digital somewhere down the road (5-6 years from now sorta thing)... But LFD seemed to have several various technical issues during the transition, then the media got wind of Harris pulling the plug on EDACS after the city paid a few million for the upgrade. So everything all sort of came together in a perfect storm with Harris proposing to just upgrade the whole shabang to P25 now instead of down the road. In cities like Chatham or Brantford that have mature EDACS systems that don't need (or forsee) any major upgrades, there really isn't much reason to switch to something else. Harris will still make service parts and provide support for EDACS for many years to come, and ProVoice systems like CK & Brantford use still function and sound great.
