P25 Business Band in South Bend???

During a trip through South Bend on 03/24/2010, I monitored the following:

452.2375 with P25 NAC=922

Unsure as to user because no licenses in St Joseph County

Seemed very strange being UHF business band with P25.
I am CERTAIN of the Frequency.

Did you check licenses for surrounding counties? Could be outside St Joe co.

Semco Energy Gas Company
2220 16th Street
PORT HURON, MI 48060

There site three is located in Niles, Michigan which 10 miles straight north of South Bend.
