Could be; although I'm searching in the VHF FED band all morning on my 396XT and hearing nothing distant. The signal sounded very loud & close.
For giggles, see if you can hear it on the 800 cross link on Berks and see if it’s being rebroadcasted on the TG.

I’m already in Delco for the day, or I’d listen for it on my portable.

Who calls it NATL PD? It's been VLAW31 for about 20 years.
It is still referred to “National” in the immediate area of the OP as some Counties like Berks, have a cross patched TG on their system, and legacy radios from surrounding counties, are still programmed as such.

I've been listening for close to 60 years also, always will be National police frequency to me LOL and it was csq.. that was the whole point, so any agency could talk to any agency.

In Jersey, it's SPEN 2 csq. I heard it used a few years by a NJSP helo talking to a Pennsylvania agency.

Across the river in Illinois, the state PD calls it ISPERN for as long as I can remember. Illinois counties may use it as a general broadcast type channels along with the state. They still use it today as more of a general BOLO type broadcast channel. Mainly for things like suspected intoxicated drivers and other similar traffic.
As a result of Illinois using it statewide, 155.475 is not used a lot in Missouri along the Illinois border.
I'd bet the Missouri counties with bridges or ferry's going across the Mississippi river probably monitor it so they can watch for wanted traffic coming across the river.
