The city I live in recently turned on an 800mhz P25 Phase 2 system for testing that will eventually replace the current EDACS system. I'm not 100% positive on the set up but I do know at least one site is simulcast. I was hearing it fine with no issue for about the first 3 days but now the signal keeps fluctuating from all the way up to completely nothing. Every so often I will pick up the System ID, Site ID, WACN, & NAC with the analyze fuction. (Using a BCD436HP).
I am within less than 4 miles of all 3 sites. I have no luck picking up site 1 with the frequencies listed in this FCC license (ULS License - PubSafty/SpecEmer/PubSaftyNtlPlan,806-817/851-862MHz,Trunked License - WQZJ592 - San Angelo, City Of) however, When analyzing site 2 and site 3 I am able to pick up the System ID, Site ID, WACN, & NAC (Both displaying the same information). Site 2 is 4 frequencies starting with 854.9625. Site 3 is 8 frequencies, Starting with the same 4 frequencies as site 2, followed by the 4 frequencies from site 1. When I listen to 854.9625 It is definitely a control channel.
I know there are issues with monitoring P25 Phase 2 simulcast systems but I don't know a lot about it. My only thinking at this point is to buy a Yagi and point it at site 2 or site 3. I have also tried turning on the attenuation for "Site 4" that I created with only 854.9625 listed but all it does is just lower the signal, Making the signal just from 1 bar back to none.
