p25 question for Knoxville area

Is knoxville using the p25 often,It looks like it is still might be in testing I downloaded the file to my pro106 and it will not pick up traffic. I can put the scanner in search mode and get traffic on the some freqs that are the RR. What am I doing wrong with the settings?

Knox County is still on the analog system currently. Eventually they will join the TVRTRS at least partially. The TVRTRS is still being buitl out and tested.

TWRA and the Smoky Mountains Park Service are the only things I've ever picked up in Knoxville that were APCO 25.
