P25 System 18 NC Ohio/Canada?

I am putting this here because I cannot track down which system this may be. I did the system search in the US and Canada with no results. I am monitoring from Sandusky Ohio on a parking garage with the RSSI around -105/-110.

It is a fairly active system so I'm surprised I can't find it in the database yet.

I wonder the reasoning behind the WACN of 1. That's unusual at least in my run ins with trunked systems
