Probably having to do with Cumberland Co Public Safety -- although the WACN matches CCPS, the SysID isn't currently listed as a SysID on that system in the DB.

I copied this somewhere in Tennessee using somebody's spyserver.

Existing Cumberland Co Public Safety p25 trunked system: Cumberland County Public Safety Trunking System, Crossville, Tennessee - Scanner Frequencies

All freqs are on the Cumberland Co WQFA621 license - WQFA621 (Cumberland, County of) FCC Callsign Details

The above site is a simulcast site. Not only can I tell because DSDPlus is barking about it being PSK and me feeding audio from SDRSharp, but I can simply look at the signal and tell that it's a simulcast site with some distortion present.

Screenshots of DSDPlus notation as well as the "dirty" simulcast signal in SDR#.

Definitely Harris P25-IP HQDPSK... The SysID WACN combo are pure Harris, and the emissions indicate P25 Simulcast, and in Harris land that means PSK. And with all the sites having at least some of the listed freqs identical now, they may have converted it into a big simulcast, or multi site combo like they did with the one up in Monroe County, NY. Anyone able to check and see if any of the currently listed set up sites in the DB have switched? Looking for confirmation of merger of all or some into simulcast cells.

Cumberland went Harris Simulcast a while back, few years maybe. I think they also added a site on Mt. Roosevelt making the total 6. IIRC at least.
