not very familiar with P25.

Can the Bergen County P25 be monitored conventionally? in other words just punching all the channels in an empty bank. there's no encryption right?

If there is no encryption you can theoretically listen to most trunked systems conventionally. It just depends on the type. For example, EDACS systems are tough to listen to conventionally because there is a delay with several beeps after every transmission, so you often end up missing subsequent transmissions.

BCPD Talkgroups are encrypted. Only non encrypted Talkgroups are: OEM, Fire Coordinators and Animal Control and Building Security,
EMS, Public Works and Leonia PD.
