Just want to make sure I'm programming this correctly. Via freescan I set up a new "P25 standard" system for TSA with just one single frequency (172.1500) with no talk groups. I don't see any TGIDs in the RR database. Is this correct?

TSA doesn't use a trunked system, thus no TGIDs. Program it as a conventional digital frequency. Keep in mind that TSA is encrypted in some locales.

Yes they are conventional frequencies, NOT Trunked. However with the Uniden XT series of scanners you can also program them as a single channel P-25 system to see the individual radio ID numbers.
P-25 is just another mode of transmission such as AM, FM etc., P-25 is a digital mode.
