Are you sure about the base/offset second pair for Franklin? you have 476.000/520, where most everywhere else is showing 476.025/540.

Which one is the correct one (because I have my 396 set for what I have written above, and I never seem to hear anything on their system)?

The second should be 476.250/540 (not 476.000/520 or 476.025/540). I'll check the P96 file tonight; years ago someone was spreading 476.000/520 and I plugged it in to verify it was wrong -- I may have never gotten it fixed back.

I just noticed that it is wrong in the database here -- back when I submitted the correction, the two systems were separate so I suspect an error was made transcribing the configs from Franklin's database entry to the comments section of Somerset County. Do you, Scott, want to go ahead and make this correction or shall I submit it?

This would only affect reception of the 477.4 repeater (the other five fall under the first config). Provided they're not locked out, you should be able to hear DPW, health department, animal control, fire inspectors, and construction code officials all using the system. They're all digital, so some others may not be able to receive, but the 396 ought to.
