So are they going to stay Phase 1 or are they moving to Phase 2?

Sites will be upgraded over time from Phase 1 to Phase 2. As they go Phase 2, they will be assigned to the larger STARNET network.

The Philly site was never on the air with a Harris MASTR V base, so I guess it seemed like a good place to start. It just showed up one day recently broadcasting the new site ID:

System ID WACN
942 BEE00

Damn hard to receive, though, at least from the areas I've tried.

No idea when changes at other sites will be done. I'm sure they'd rather do it sooner than later, though.

I just wondered because the Williamsport site has been offline for several months now, I can see the tower from my house but get absolutely zero signal.
