I am on the other side of Claysville going away from Washington/Scenery Hill so I might be out of range. The other day I did here the State Game Commission on the McDonald 800 MHz site most of the day but the site is silent now. I will keep trying to see if I can hear Scenery Hill while awaiting the long-waited return of First Energy whenever they show up.
Are you in range of any of the other nearby sites? If yes, do you have the ability to run software like Unitrunker or Pro96Com on those sites to obtain a list of neighbor sites? That is a relatively easy way to determine the currently active control channel for the Scenery Hill site.

I just did another search and found SID: 0942h-0134 on 159.3375 MHz

That would seem to be the Townville 1.6 CRAW01 CC 159.3375 WQWL877 which doesn't seem right...

I think you're going to have to conclude that more research needs to be done. Somebody needs to get close enough to Scenery Hill that they can confidently sniff out a valid CC and let us know what it is. More than likely, it is 159.3225. But, other evidence points to the contrary at the moment. That evidence could be wrong, though.

Thanks for the reply. I really only live around 45 road miles from Scenery Hill so I (among others) will keep and eye and ear on the scanner and see what develops. (typo on the number of miles)

Slowly getting back in the game after having to sell all my scanners. I am not far from Scenery Hill so i should be able to nail it down.

Let's just be clear here: 159.3325 is not a valid frequency in the U.S., that's just a fact. The two nearest valid frequencies would be 159.330 or 159.3375. Search the FCC ULS for 159.3325 nationwide and you will get no results.

That being said, the site at Scenery Hill can certainly be transmitting on 159.3325 instead of the licensed (and valid) 159.3225. Mistakes happen.

RRDB is not concerned with mistakes on the part of the system, just what the reality is. If the neighbor list is accurate and the site's control channel is pumping out RF on 159.3325, then that's what will be listed in the database.

Fired up the SDR. Not my favorite device, just a tool. Frequency correction calibration against 162.55. Signal strength marginal, but it is a control channel. I say 159.3325.
SDS 200 has trouble decoding 159.3325. Rapidly switching between link and data due to poor signal strength, NAC=943H
Fits right in with the way they licensed site 161 Allegheny Region Simulcast FB8 on 161.8.

I'm hearing the Scenery Hill site directly with DSD+ and it is most definitely transmitting the CC on 159.3325, and that also is what Allegheny Simulcast reports in it's neighbor broadcast. I wonder if the Moto techs fat fingered the site data when bringing that site online...

Yep 159.3325 would be it. The interesting part is you cannot actually manually program that freq into the scanner, however if you program it with Sentinel it appears to take 159.3325. I am thinking PennDot TG 11477 is going to be a typo also. It does not fit the pattern of what we know. Washington Co PennDot is using it, but it appears it should belong to Jefferson Co. Of course I am just guessing with no actual fact to back that up
