I believe that is an automated computerized voice for range testing. I've heard it on CLOU01, CLOU02, SULL01 quite frequently.

Yes, it is automated. But, you're only going to hear it when a radio is affiliated with the tower you're monitoring. So, if you hear it, someone is tuned to the channel in the area. Using different control channel monitoring software, you can actually figure out what agency it may be based on the radio IDs shat show up.

I know those three sites that I mentioned cover a very large area so it could be anybody in a 8-10 County radius.

Well I've only got a BCD325P2 with Freescan software.

I have a special treat for those of you not near Philadelphia. I setup a temporary feed for the PennDOT plow and brine trucks operating during the snow event Philly is getting tomorrow. All published District 6 channels are in there. Simply visit http://173.75.215.7:12345/special to listen in!

If anybody was curious what they would do when PennDOT hit the wall with their 178xxxx RIDs for mobiles, they’ve started up in the 478xxxx block now. Had 4780001 on 11607 on the Philly VHF site earlier tonight.
How many radios does PENNDOT have that they use up that many radio IDs?

At one point, I saw a tally indicating they had over 7,000 radios in service on the OpenSky system. 😮
That was about 1,000 more than PSP at the time.

Edit: I should add that was at least five years ago, so it’s just a ballpark.

Just based on where these talkgroups have been used and the organizational structure of the PUC Investigation and Enforcement Bureau, I am speculating that these are the talkgroup assignments for PUC. Traffic is sparse as they only have about 35 enforcement personnel statewide, so it might be some time before this is confirmed right or wrong.

My BCD325P2 is having trouble retaining a signal on the Allegheny Simulcast Site, however it is not a distortion problem because I haven't really had this issue except when there is a storm, rain or snow. I still get a signal from the CC when I scan just the frequency, but I don't get any bars, or if I do they don't remain, when I scan the site itself. Do you guys have any tips? I am using an aftermarket VHF antenna

I'd love to see how other sites are faring during this storm. Devault site 70 is getting pounded again. Lots of deny messages for both data and voice requests. Multiple DOT Berks, Chesco, and Montco talkgroups are active, as well as tons of activity from PSP stations in Chesco, Montco, Berks, Bucks, Philly. Poor roadway conditions and copious accidents are keeping PSP traffic very busy.

"Meet me on ranks channel" heard on Forrest District 4 talkgroup today on the Allegheny Simulcast site. Any clue what channel they may have been referring to? There was also comms on the D4 Rangers private channel, so maybe it has a codename?
