But, you're only going to hear it when a radio is affiliated with the tower you're monitoring. So, if you hear it, someone is tuned to the channel in the area. Using different control channel monitoring software, you can actually figure out what agency it may be based on the radio IDs shat show up.

How many radios does PENNDOT have that they use up that many radio IDs?If anybody was curious what they would do when PennDOT hit the wall with their 178xxxx RIDs for mobiles, they’ve started up in the 478xxxx block now. Had 4780001 on 11607 on the Philly VHF site earlier tonight.
Montco has been on P25 for several weeks and Philly is very active on P25 tonightAt last check Bucks, Delaware & Philadelphia were still on opensky.... Unless of course they switched in the last day or 2.

Wow I never realized they had that many.At one point, I saw a tally indicating they had over 7,000 radios in service on the OpenSky system. 😮
That was about 1,000 more than PSP at the time.
Edit: I should add that was at least five years ago, so it’s just a ballpark.
