The only license that I can find on that freq quickly in the state is the City of Philadelphia. Maybe there is an ISSI set up with the Phily system?

More likely a temp/mobile site for the Farmshow.
Not receiving it, And not a neighbor to Oxford. FWIW. So North and or West of Truce.

The CAPRAD report for Region 36 basically describes all these frequencies as "*Regionwide Assignments." The licensed service is YE, which would allow trunking, and for a Temporary Fixed location. The theory that it's being used to support the farm show seems plausible.From what I was told back in the fall by some PEM guys at a regional communications exercise, they said PA only had conventional portable Repeaters. That very likely could have changed recently.
Hopefully someone in the Harrisburg area is able to scope out that area to see if it's originating from the Farm Show.
Update:
Just came across this license. It's from back in the OpenSky days, is a temporary Repeater on the same freq as the unknown site.

Because they changed Sweickley Heights site number to 3.6.That's right where ALLE67 is, Site 1.28. I wonder why it's not showing on the neighbor list.
