Let's just be clear here: 159.3325 is not a valid frequency in the U.S., that's just a fact. The two nearest valid frequencies would be 159.330 or 159.3375. Search the FCC ULS for 159.3325 nationwide and you will get no results.
That being said, the site at Scenery Hill can certainly be transmitting on 159.3325 instead of the licensed (and valid) 159.3225. Mistakes happen.
RRDB is not concerned with mistakes on the part of the system, just what the reality is. If the neighbor list is accurate and the site's control channel is pumping out RF on 159.3325, then that's what will be listed in the database.
