PACS C3, C4 activity in Edmonton

Just turned on my radio and there is either digital or encrypted comms on both C3 and C4, also when there is activity on one there is activity on the other at the same time. I am downtown edmonton and i get C3 at S-9 and C4 at S-4 on my VX-170 stock antenna.
