How can I find out what radio system Page Pd is on? They
were in the clear on 154.055 and now its not and its
not digital APCO 25 because I cant tune it in. Is APCO
WFM or NFM?

I just looked up the license for them on the FCC site. It shows that they are licensed for Analog and Digital (APCO 25) on that frequency. You didn't mention if you have a digital scanner, so I am assuming that you do.... Are you hearing digital voices that don't sound right? If you are, perhaps they went the encrypted APCO 25 route, which would explain why you can't tune it in.

Yeah I have a uniden 250d with the digital card installed and it is impossible to tune in the audio
