Palestine Police Codes?

Since moving to Texas (Palestine) the Police use some terminology I'm not familiar with, often when running a driver license the dispatcher will read off the info and include that the driver is "Eligible" or "Not Eligible" and it doesn't seem to matter if the DL is valid or not...

Anyone know what this means?...or maybe there's a list of their jargon?

Taken from DPS Texas:

Suspended means the licensee in no longer eligible to drive.

Eligible simply means the licensee is eligible to drive and have license renewed.

Ineligible means the licensee is eligible to drive but license can not be renewed due to a variety of reasons, including outstanding traffic violation payments, traffic warrants, failure to appear (in Texas or Out of State), no insurance, too many tickets, drug violations, DWI arrests, other suspensions including medical.
