Palm Beach County - Whats digital, whats analog?

I am trying to get to the bottom of the Motorola II layout for Palm Beach County. The best information I have seen is here:

They state that talkgroups 16-8176 are digital, yet on radio reference DB, here:

It does not show all 16-8176 as type "D" (digital). So I am trying to find out what's correct. I know the TAC and SRT channels are digital for sure, I have an analog scanner and can here the digital signals. I don't want to have digital stuff programmed if I cant hear it though, so if someone knows for sure that every digital channel is flagged as "D" on radio reference, or if the rule that 16-8176 are all digital is correct, please chime in. In Palm Beach County the only digital I've run into are the cities of Boynton Beach, Delray Beach and Boca Raton. Everything else I hear is analog. I have a great .P96 file for this if you can use it.
