The police will not have a system ID number, the City of Palm Springs will. Police is a talkgroup within the system of the City of Palm Springs.

You're right, though. RR does not list SIDs.

Here in Oklahoma, we have many system IDs on RadioReference. See http://www.radioreference.com/modules.php?name=RR&sid=844 for example. Maybe the SysID is not known yet for the city.
