The best I could find was this -- The Relay - Emergencies.

Most likely it is similar to what we have here in the Kansas City Area. In what is the MHP Troop A , (and parts of Kansas) every hospital with an ER (and others like the Blood Bank) has an Amateur Radio Station. It is called KCHEART (Kansas City Hospital Emergency Amateur Radio Teams), and we provide an emergency backup radio system. Last year we participated in a disaster drill that was a lead up to the Baseball All Star Game. There was a mock explosion at the stadium, with several casualties/fatalities. At the hospital that I am at, I simply reported my list of casualties/fatalities.

Most likely this is a similar thing out there.

VA Frequencies

Kelly, can you give any frequencies that the VA hospitals use for their nets?

I have no idea -- I am in Kansas Cit, MO and a few thousand miles away. I would try with the above link (The Relay), and ask them. If it is anything like our KCHEART, it is a "closed" net. We use the local VA Repeater which is 70 cm, with a back-up on a 2 m, and link in several other repeaters when we run our net.

However, looking closer at this web page, it is for a relay race there, so it is not like KCHEART per say. All I can say is look around.
