Well, that is not new and there is a wee bit of free airspace between PV and Catalina, the student area.
Clearly over 500 foot, this idiot is violating FAA rules and they WILL catch him, and good by very expensive jet pack, hello jail and hefty fine.

I'll bet that it is a woman. If it was a man, the huge balls it would take to do that would not allow him to become airborne.

Looking at the video very closely the area around the feet look enlarged, which could be a Zapata Flyboard. The inventor flew one across the English Channel so they seem to have an extended run time. It also looks like the pilot wears a parachute and altitude gives you a better chance of survival if the thing fails in flight and the So Cal sightings have been at several thousand feet.
