I think those frequencies are for the TSA at the Airports. I bet the PAPD has a few radios for inter-ops.

I don't know. I thought so too at first, but commonly used frequencies by TSA are listed here.

Under "Locations", on that FCC license, it says: "EWR ARPRT POLICE EMER GARAGE".
Is that some sort of a maintenance and support garage for PA vehicles?

That license shows data being transmitted, no voice (neither analog nor digital). Lojack is nearby, and Old Bridge operates telemetry on another 173 Fx.

Federal govt users have been moved of of 170 and up and it has been reallocated to snfn PS use. Rumor has it 165-170 is next.

At least it finally got me a new radio systme in the 400 govt band.
