As KG4PSN suggests, you are on the right track. The licenses for both John F Kennedy International Airport systems (WQCZ-732, the system you show above - and WPXP445) have been modified to allow use of the reband frequencies. World Trade Center's licenses (WPWQ-420, the system you show - and WPDS-601) have also been modifed as well. I have no idea where the Holland Tunnel system info comes from; they are still using 453.800R (123.0) at that facility.
Therefore, if you are no longer hearing activity on the old frequencies, try the new ones (may not be in LCN order):
JFK conventional: 851.1125, 851.6625 (WPXP445)
JFK trunked: 852.0875, 852.625, 853.3375 (WQCZ-732)
JFK AirTrain: 852.825 (WQAE-549)
WTC: 851.075, 851.3875, 852.3375, 852.8125, 853.100 (WPWQ-420)

I just came back from the New Jersey subforum where I found this thread hyperlinked over there, which is understandable considering the agency in question. Therefore, for the benefit of our brothers and sisters across the River, below find the new reband frequencies for the Port Authority of New York and New Jersey's New Jersey based facilities:
Port Newark conventional: 851.2375, 851.7125 (also under WPXP-445)
Teterboro Airport (licensed as trunked): 851.750 (WQEE-296)
Newark Liberty International Airport conventional: 852.9125 (WPGV-310)
