i'm looking thru a very old copy of monitor america. counties are listed,as are parishes. my question is are these simular or the same as burroughs in new york city? thanks

Generaly speaking -
In Lousiana, the counties are called "parishes". The parishes provide the same services as counties in the other parts of the USA - Sheriff, Court, prison, roads, etc.
Seems to me that the Boroughs of NYC are similar to "sub counties".
