At one time I was able to receive the County Library's EDACS SCAT site.
It seems like maybe it is NOT there anymore.
Or maybe I have my PRO-106 set wrong?
What I have noticed is that it seems like the lowest frequency being used by the new Parma P25 TRS is the same as the EDACS SCAT site used by the County Library system. Is it possible that they would use the same frequency on two different systems so close to each other? Is the County Library using some other frequency?

I vaguely seem to remember this question coming up two years ago when the Parma P25 went live. If I remember correctly someone replied that the Library had stopped using that frequency.

You might want to check the FCC database to see if the Library has an active License for that frequency.

FYI, the Parma P25 system Simulcasts using three towers, two located in Parma (right next to the major TV towers) and one in Beachwood. The Parma P25 system covers virtually all of Cuyahoga County. I've monitored Parma from Avon in Lorain at a full 5 bars. There's no way that two systems could share that frequency in this County.
