Parma PD is currently utilizing an edacs trunked 800mhz analog system, but they presumably will be switching to all digital P-25 in the near future (The P-25 system is up and was already used for a week or so, before Parma PD switched back to edacs.
With this in mind, you definitely want to look at digital scanners. You didn't mention whether you are looking for a handheld scanner or mobile/desktop scanner. I am most familiar with the handhelds, as that is all I have ever owned. The most common digital handhelds available today are:
Radio Shack Pro-96 : Discontinued, but you might be able to find a used one for ~ $200
Uniden BC396
GRE PSR-500
Radio Shack Pro-106
Other than the Pro-96, which is getting a bit "dated", the other three are pretty much state-of-the-art scanners that will likely cost you between $400 and $500. The PSR-500 and Pro-106 are functionally equivalent, and are both manufactured by GRE. You would have to compare features between the Uniden and the other two to decide which is more to your liking. I have a Pro-106 and love it!
If you are looking to buy locally, you can obviously find the Pro-106 in Radio Shack stores (if/when they are in stock). Locally, you can buy the GRE PSR-500 and BC396 at Amateur Electronic Supply (AES) on Euclid Ave in Cleveland. Alternatively, they can be purchased online from various vendors.
