This is the way I see it. My 5094-A Channel Master is a 300ohm ant with a 4:1 balun transformer connected to RG-6 75ohm coax. The balun gives a reading of short when checked with an ohm meter. Thats active. If you replace the balun with one that reads open on the meter then thats passive. You can bet on this forum you will get other answers.

The difference is that `Active' antennas have some sort of `electronics' associated with them. In the `simplest' instance it would be just an amplifier that boosts all signals received. In the most `complex' instance it could be various filters and a `tuned', for a specific range of frequencies, amplifier.

An active antenna has "active components" in it.
Basically has an amplifier as part of the matching network.

If the antanna needs power its active.

A passive antenna has only passive components.
