Just wanted to throw out there that while updating my fcc records for my scanners turnpike stuff as of 08/06/2010 all turnpike frequencies have had narrowband emission designators added to all licensed frequencies. Also I noticed some I assume for penndot trucks operating on the pike, they were low band and some frequencies were very odd and showed up on the fcc licenses like this 0001.640 what would frequencies like this ever be used for?....just curious.

I'm willing to bet that the 1640 listing is for a TIS allocation - which would be inside the so-called MW X band

This should be 1640 kHz AM. Used for travelers information on your am radio. In the Johnstown area they use 1630 and retransmits NWS weather information when nothing else is going on. It's very handy.

I feel certain it's in use in other areas as well
