Pawnee County go to 7

I just heard 2 Pawnee County deputies talking on their primary channel 154.80. One told the other to go to "7". I have all of Pawnee county's Sheriff dept. freqs including the repeater input. I never heard them on any of these.

Any ideas what "7" is in Pawnee County?

I have heard people say that here in the city and they were talking about going to the corresponding CB channel..just a thought.
