Payne County P25 switch

Obviously, Payne County is switching to OKWIN. Stillwater and OSU are mostly encrypted. My vol. department recently switched over, and I can provide a list of channels, but I don't have any TGIDs.

TG 313 is Yale fire. TG 295 is Yale PD
283 is PCSO

I apologise. Just saw the database has some of the talkgroups. TG291 I am hearing what I believe to be Perkins PD units. I know for a fact Yale PD isn't sharing a channel with Perkins. 287 is Cushing PD. 303 had Glencoe units calling into Stillwater Central. This tells me the tri-county depts are getting split up into their own channels, but still dispatched by Stillwater. 483 I believe is Stillwater Fire Dispatch. It is encrypted, however was active on my discovery at the exact same time that Stillwater was getting toned out on their conventional channel.

Lookie-Loos turned YouTube stars claiming media status using all of today's technology i.e. live feeds, apps, face book etc. is why you are seeing fire departments encrypt. 25 years ago, it was illegal to show up to scenes and anything you heard on scanner was meant to be to your ears only. Now it's a free for all. Sign on the times. Agencies have the technology to keep their scenes secure as possible and the big E is one of them. It didn't happen overnight and it's not going to stop. If your favorite agency encrypts find something else to listen to.

Benny good job scanning. Please submit any new talk groups in the clear and encrypted that you can confirm. Payne county has been on OKWIN for a while now. I'm glad someone is scanning that area again.

Im sort of new here. Got the BCD325P2 and BCD996P2 digital scanners and need it programmed to get Cushing PD. Is the RadioReference site updated with the new frequencies where I can just use FreeScan to program? Or are there new frequencies now for Cushing PD? I understand they just went to the OKWIN system last week.

Stillwater is completely encrypted except for their wildland fire channel, but they haven't used it yet so I haven't gotten anything while discovering. Stillwater is getting paged on 154.160. Ripley, Ingalls, and Glencoe are paged by Stillwater on 156.210. Perkins is getting paged by Stillwater on 158.775. The volunteer departments respond on their own TGs. Cushing PD is TG287.

Is the Emergency Management in Stillwater also encrypted? If it is, why? I can understand PD and Fire encrypted but Emergency management?
