"Thanks Microsoft..."? Microsoft is not to blame. They didn't build the ICOM receiver, or it's interface. You made a choice to use a not-so-common variation of Microsoft's OS, and it should come as no surprise that you would run into both hardware, and software compatibility issues in doing so. Microsoft is not responsible to make drivers to support everyone's hardware. That is up to the manufacture of the hardware device.
ICOM is not to blame, as they make no claims to be compatible with Microsoft's 64-bit version of Windows.
What was your reasoning/need to run 64-bit Windows to begin with?
Rather than give up on the receiver, I would consider reverting back to 32-bit Windows. I can't think of anything you'd be giving up by doing that. Or buy another computer, possibly used off eBay, and run 32-bit Windows on it, and dedicate it to the PCR-2500, and possible some other radio related software.
