... What freqs. does the Coast Guard use along the rivers around the airport and downtown? Boats, Helos., etc.

We seldom hear the Coast Guard on the air. Most river incidents are handled by Portland, Gresham or Corbett Fire and a Sheriff's boat will sometimes show up.
It's not unusual to have 3 or 4 river incidents in a day.
Most incidents are on OPS-4 (4624), OPS-5 (4656) or OPS-6 (4688). You will be sure to get everything on Fire Dispatch (28944), but it's very busy. We are at nearly 50,000 incidents so far this year.
