The few times I've heard them, and I was hearing them not soon after they went live, they've always had a few encrypted units in the mix it seems.

Yes, some PPD Detectives, SWAT, and other units use encryption on an regular basis on MSWIN. Back on the analog Rankin County TRS, rarely was encryption used, and I only remember once or twice on the VHF days.

No scanner can open encryption. Plus it is illegal to do so. You will just have to enjoy what you can hear that is not encrypted.
