PennDOT most likely made the switch to the MA/COM Opensky system (PA StarNET). Most of the PennDOT regions have switched to the system. If you want to listen to Opensky, you're out of luck, as no scanner supports the format.

I asked this a while back too. What's to hide over the air:

"Hey guys! I just layed some tar at Mile Marker 165. Hahahaha soooo funny.

I'm really sure Streets isn't anything that needs to be hidden.

Well....

Well as some have stated on the forums all over, road crews, mostly the "Stop/Slow Sign" people, are known to talk about people in cars like,

"Look at how huge that girl was" or "Did you see that hott girl's blank?"

So maybe PennDOT wants protected against those kinds of stuff in case someone has a scanner in their car or something, then again, most probably don't, but who knows.

Or maybe PennDOT just figured it would be awesomely cool to be on the new system. LoL.

I bet the first option has something to do with moving, maybe not completely, but some.

Since the topic of PENNDOT is already up,

Does anybody know if they are using StarNET portable radios?

I seen a crew working in District 5-0 and the flag crew had what looked like UHF portable radios, I only had my fire radio so could not scan the bands. They were in Lehigh County, notice mot of the time they use FRS radios.

Thanks
Steve

Traveling all around Northampton, Lehigh, Bucks, Chester, Montgomery, Berks, and Schuylkill Counties for work, it has been my experience that the PennDOT crews are using OpenSky portables. The portables appear to be the P800 radios (non-keypad version):
http://www.macom-wireless.com/products/opensky/P800.asp

These handhelds look just like Kenwood handhelds since Kenwood actually makes these things for M/A-COM. In fact, some of the chargers I have seen for these handhelds still have the Kenwood logo on them.

Contractors doing work for PennDOT mostly use FRS handhelds, although I have come across a couple this summer who were using VHF business band radios.

One thing I have not seen is any of the PennDOT crews using lowband portables (which I did still see last summer during construction season).

All the PennDOT vehicles I see with radios installed have OpenSky equipment in them.
