PennDot on MURS 3

All PennDOT radios have MURS both analog and P25. Not sure why when they have so many talk groups on the the state system they don't use. I've only logged some flagger activities on MURS. Most PennDOT activity on the state system is short plain speak like they were talking on the phone. The most activity for PennDOT on the state system is the contracted tow trucks though I know they also use county 911 radios in berks and snow season.

I've seen flagging businesses use both frs and Murs radios. They are typically off the shelf bubble packs or the retail store type preprogrammed radios. They are easier to obtain, don't require licenses to use and for the most part cheap and replaceable.

Where I am, I've heard flaggers on FRS/GMRS (ch 5) -- they were making fun of all the cars (and people) they stopped.
The language they used was as foul as it can get. As much as I would have liked to, I did not
communicate with them (they were on the intersection near my location).
They don’t care what they say. They assume no one is listening to them.

PennDOT crews talk like sailors on the STARNet TG’s in the evenings and weekends. Especially overnight during snowstorms. I don’t think they care who hears them.
