I sometimes scan the district 8 talkgroups and I’ve heard roving vehicles call out tags on disabled vehicles before providing assistance or requesting a tow. I have no way of knowing if this is the same group you’re asking about but it fits the bill.

At least in the Philadelphia area Freeway trucks do have Cb radios each region is separate they aren’t state owned vehicles they are owned by contracted tow companies. As for troopers I know motor carrier enforcement guys in my area have them and I have seen a trooper car or two with them.

years ago PSP used to advertise that their cars monitored CB Channel 9 on the pike. I have not seen CB antennas on their cars in years. They went away about the same time the turnpike call boxes disappeared.

Philly trucks had private UHF DMR trunking encrypted radios for talk around for employees of the contractor before the state had issued the vp900 portables for the state system you can now mostly find them on Tow 6 in around the district

95 construction trucks were UHF NXDN Icom IDAS Type D and to my understanding from the radio shop the talk group was encrypted. I never tried to listen from another receiver as I had a portable on the system. State farm trucks did not have these radios only the ones provided by the state. There are a lot of tow companies throughout the city that rent radio service off of different radio shops throughout the area.

They may be using the Fleetcall Nexedge system as before it went digital the frequencies were analog LTR.. Also used to hear them on a VHF hi LTR system that actually is still active but much less activity .
Others were using the now decommissioned PDV 900 Connect plus system .
Don’t know if any are actively using radios on any systems at this time.

The Motorola Sl7000 is popular it looks like a smart phone also a few companies use the new Nextel lte system. The days of everyone using the ltr systems like the sunshine system are pretty much done.
