What does it mean in Norfolk PD?

if i remember correctly, from my VA police dispatch experience...

it indicates whether the warrant requires the officer to arrest the person or not.

i believe "permitted/non-permitted" applies to all warrants issued in VA.

permitted warrant means they can sign it and not be taken into custody, non permitted means silver bracelets and a ride to the jail for a visit to the magistrate

That is correct at the "officers discretion" the person can be arrested on the warrant or released after being served.
