On the bcd396t , what does the P25 waiting time do in the settings,
It's a bandaid that attempts to mask a non-fixable flaw in the 396T's hardware. When a user is granted access on a digital talkgroup on a Motorola Type II system, the controller will fire up a voice repeater and send idle data until the user starts talking. The 396T does not recognize idling channels as P25 traffic, so it assumes that it is analog traffic and passes the raw digital stream to the speaker. Some users call this motorboating.

The P25 waiting time is a lame attempt to hide this flaw. It doesn't work very well since the idle period can be quite variable, so a value that works for one user or system may be totally inappropriate for another.

And of course, no waiting time is needed on purely analog systems, so naturally, Uniden provides us with a single scanner-wide delay value and applies it to all Motorola 3600 bps trunking systems, even those that have absolutely no use for it. A per-system P25 waiting time would actually be of some use and would somewhat mitigate Uniden's defective by design product, but it ain't happening.

and what is the perfect setting???
There is no perfect setting.

If you set it to zero (or near zero), you'll get to hear raw unfiltered digital noise on P25 voice traffic on some Type II systems.

If you set it high enough to actually help eliminate the motorboating, you'll miss that much off the start of every voice comm, even analog ones that have no need for any delay.
