PG Fire Talkgroup names

Does anyone known the logic behind box alarm assignments on PG Fire talkgroups? I know 8A is north and 8C is south. Mostly I'm curious about the TG labels on RR listings for TGs like 8A11 and 8A12 - ALT80K and ALT80L?
