Phase II P25 in Connecticut???

I've been reading up on something called Phase II P25, and that no current scanners can monitor it, Is this true? and if so, Are there any of these systems popping up in Connecticut?

Will Phase II effect monitoring?...because i was reading about phase II saying it involves FDMA and CDMA, so will this effect monitoring P25

From what I read, I believe that it will, Because I found info on it in the WiKi and I also just assumed that it will effect it based on some of the other posts I have read here on RR.
