Philadelphia 700 Mhz System

Found while searching the 700 mHz band with a Pro-96, a Philadelphia 700 mHz system:
797.3875 Control Channel
796.3125
796.5375
796.5625
796.6125
796.6875
796.7000
796.7125
797.0625
797.2625
797.3125
797.4125
Can anyone verify this system, add any additional frequencies and if the talk groups are
the same as the 800 mHz system.
Any additional information would be appreciated.
It definitely sounds like Philly. They are using Philly street names(Aramingo, Frankford, Schuykill and Lankenau Hospital) and district numbers.

The FCC database lists no ULS licenses between 700-800 MHz anywhere in Pennsylvania. I would consider 1 of these 4 possibilities:
1) an image of the 800 MHz system
2) a new federal TRS (JIWN?)
3) MA/COM WC2XZK (experimental class station) running a demo
4) scanner front end saturation

The PRO-96 manual lists 1st IF rejection at 174 MHz as 60 dB and 2nd IF rejection at 174 MHz as 100 dB. 1st IF 380.7275-380.86875 MHz; 2nd IF 21.4 MHz; 3rd IF 455 kHz

However...my PRO-96 registers what sounds like a 9.6K CC on 797.0875 yet doesn't recognize it as any EDACS or Motorola CC...stumper?

Nothing shows up on other receivers in terms of activity, either unsquelched or set up for a possible 700 MHz TRS. I'd say it is an image of the Philadelphia system and the PRO-96 in FM mode is automatically converting the digital audio as it will do.
