Anybody else catch any comms on 11559 on the Philly system? I was down near Frankford today and it came up as a wildcard hit on the Zone 1 simulcast. Units were using the following callsigns: CD03, CD07, CD02, CG02, CD05, CG05, CD01, CD07. One unit mentioned Castor Ave. Another mentioned getting photos to follow up on something and following up on a council complaint. It doesn't appear to be captured on the Calls platform.

RIDS seen:
28849
28825
28812
28761
28798
28778

I don't monitor non-fire city services much, so I'm not familiar with who would have RIDs in that range.

If anyone has updates to city services (in particular PWD whose talkgroupse seem to have changed around), please submit.

So this is on a scanner and it was not encrypted? The apx 6000's have been reprogrammed with a new set of talk groups to encrypt District dispatch and the Citywide talk groups. On their radios it's Zone C.

Some officers who have the radios have commented that there have been conversations on some of these talk groups. The list is not official but there is an unknown listing for tg 11557. Try searching TGs in the 4100 range also

That's as close as I can get. My understanding is these new talk groups on Zone C on their radios are all encrypted so. Haven't heard anything since. They still have on Zone A the old talk groups that are in the clear that have District dispatch and J band, M band, there hasn't been a T band in a long time and City Wide events 1 and 2.

Good sources say that the radios were done first and the consols were done and they were ready for civil unrest in the beginning of November which we didn't have more than we normally would. Wish I could help you more but if I hear anything I'll post what I have.

Since there are upcoming changes to Philly's system, would the person running the Calls ingest for the city be willing to have it grab unknown talkgroups? That would give the ability for some crowd sourcing to maybe start figuring some things out. I'm not close enough to the city to regularly run tracking software on the system to watch talkgroups and RIDs.

I'm retired now and although at one time I listen to the 7th and 8th District on the far Northeast band I don't follow closely anymore unless something's going on and then I listen to J Band.

I've seen that even for the Insiders things have been very tight-lipped and don't always seem to make sense or have a pattern. I can reach out next week and see if anybody knows anything new.. spoke briefly to Joe Cardini here on the PA forum not too far back and his feeling was that the trend was probably to be totally encrypted.

Based on some very limited data gathering I was able to do yesterday, there appears to be a second new talkgroup showing up, as well. 11557 had console 9008 come up several times in the 1700-1900 timeframe, all encrypted. That console also showed up on TG 1543 (Riverside Correctional Facility Control) once while I was monitoring, also encrypted. I'll see if I can get in or close to the city any more over the next week or two with time to have software log the data.

The 11557 is prison related.
