I monitored a weekly system test and was able to hear the console operator at "Central" calling different participants. First the Philadelphia OEM called and enquired if Central was going to conduct a test and the female operator indicated that one would take place in approximately two minutes. This test took place and involved "Central" - part of the Department of Justice, but specific agency or subdivision unknown - taking a roll call of the following agencies: BATFE, BICE, DEA, Exelon, FBI, FEMA, FPS, National Park Service,
Pennsylvania State Police, Philadelphia OEM, Secret Service, SEPTA, US Coast Guard, and
US Marshals
I did not hear all replies so I must conclude that some agencies were talking back to Central in simplex mode rather than going through the repeater. The US Marshals operator made a small error in replying with encryption active, resulting in gibberish when transmitting. The Central operator replied "you are scrambled" and a few seconds later the Marshals transmitted in the clear "US Marshals okay"
