I've had the same experience. The folks on the PA board seem to suggest that reception is even spotty in some areas immediately outside Philly's limits.
Using Baltimore Pike/Rt 1 as a reference, I was able to monitor Philly until about Media with my Uniden 250D. With my Pro-96, I'm able to monitor them to about Rt 1 & 202. I should be heading down to U of Del on Monday and will report how I make out with my Pro 96 (I sold the 250D).

Philly is tough down this way.
When I lived at R2 202 and Naaman's I could get them on a 11dBi YAGI with my 250/785. A few channels were very choppy but I could monitor the system.
Now I'm in the Fairfax area (202/Murphy rd) and have little luck with the attic mounted antennas. Part of it is that I have to look thru the Talleyville DE TRS site. Maybe when I get the antenna outside it will get better but I'm not getting my hopes up.
Monitoring Philly is like monitoring WPD, You better be close! I even had trouble with WPD from my previous address.

I was able to make it to Newark yesterday. We went via I-95/I-495. I lost Philly when I got on I-495. Beyond that, there was very sporadic reception. It's a shame because I receive NCC up here in Springfield without any problem.

When you reached the northern I-95/495 split you were within spitting distance of the Delaware systems northern most tower. It was visible on your right. From that pont on you entered the Talley Rd tower and then the I-95 toll plaza tower.
