on my scanner and the citizen app, what is philadelphia police Isaac call sign? Investigator?

Isaac 20 is the radio designation for the inspector of the domestic preparedness division.

Original poster, I see now in your attachment reference to Isaac 26 not Isaac 20 that's in your header. Isaac 26 is the inspector of audit inspections. Just as a note radio designations of Isaac 200 through 209 are IMPACT units. I wasn't able to find out too much about what a impact unit is but I'll let this description speak for itself, rather than me try to figure it out LOL. I've never heard Isaac 200- 209 but you will hear inspectors from various divisions on the radio with single number designations.

The reference to the Philly Guide above (which I wrote) is outdated. The information was correct in 2014, but a lot has changed in the last 10 years. Isaac-26 is one of the Inspectors commanding the Command Inspections Bureau (CIB). The Command Inspections Bureau are "Night Captains" that command evening and weekends (ie, when the regular Captains are not working). CI-3 is also referenced, who is one of the Captains in CIB. Charley-5, Chief Inspector Small, is in charge of CIB.

@jcardani, Joe your guide was / is one of the most comprehensive references for Philadelphia police and although it may not be updated in 10 years, a lot of the stuff in there is still very active and can't be found anywhere else. It's all we've got that is comprehensive and detailed. I was always a subscriber.

I know there's reorganizing going on now. I didn't use anything about the captains because it didn't look familiar to me compared to what is actually being done today. Can we assume that there isn't any impact units either? I was not familiar with that and couldn't find much on it.

Also, there are multiple official sources that say the apx 6000's have been programmed on Zone B with an entirely new set of talk groups that are capable of encrypting division dispatch, and M BAND, J BAND, also events 1 and 2. The work has been completed.

Have you heard anything on a timetable or if it's just being done in case it's needed, all the old talk groups in zone A with the Citywide and Division dispatch in the clear are still being used now. Thanks.. Bob.

@Whiskey3JMC, sorry John I didn't realize until just now that you had posted Joe's guide also, I saw that it was downloaded on my phone, I had used my own copy that I already had downloaded in my files. You had the same information and lists of designators also.

Hi Bob, thanks so much for the kind words! I think Impact was disbanded a while ago, now it is just Internal Affairs squads. Last I heard is that the consoles were being updated with the new zones. The City appears to be very tight lipped on what the new encrypted talk groups will be used for. I hope it would be just for if civil unrest breaks out, but I am afraid it's more likely they will switch to the encrypted talk groups permanently. Enjoy the police in the clear while it lasts. It would be the end of an era for me. I started listening Philadelphia Police (KGF587) with a tunable radio in 1971 and got hooked.

That's the same exact sentiment that I have and those few who I talk to regularly. They made sure they got all the radios done in time for November, just in case there was civil unrest. I also feel that eventually Citywide and division dispatch will be encrypted full time.

Some people are assembling talk group assignment lists for the new talk groups but it's not confirmed and top brass is not saying anything.

Yes listen while you can, and yes I listened to Philly police on a tunable in 1971 also, the year I graduated high school.

You've got to wonder how many people remember, the red cars. Thanks for your reply!
