Phoenix PD or MCSO

Hi, crazy question here:
I have a Motorola XTS5000, does anyone know how to program either Phoenix or MCSO to Monitor ONLY?
I have so many extra channels, I would like to program it to be able to monitor the systems. Any ideas? I'm really only familiar with conventional programming,

No luck, haven't tried. Why do you ask?

You would have to get permission from the system administrators. There is no way to program in the talkgroups with out the radio attempting to register with the system.
