I literally did a 3-word Google search to find that info. SO... I don't think I've put the people of Phoenix in any more danger than they were in already. I'm also pretty sure they're not going to encrypt everything but the trash trucks because I posted a link to a document that was publicly available with almost no time spent finding it.

Channels get encrypted for ONE reason - the agency is AFRAID for the PUBLIC to see how they ACTUALLY conduct business.

Actually it generally means controlled unclassified information. Posting it by someone in the open certainly doesn't make it controlled anymore. Bad guys look for this type of information. If gives them info on how things work and put together. Cyber threats are a big issue these days.
As a side note, you wonder why so many channels get encrypted? Throwing things like this out in the open and posting PD helicopter flight history make it happen.
Believe it or not, the bad guys do listen and watch.
