The “FOR OFFICAL USE ONLY" doesn’t mean anything to non government/city/county/contractor,etc workers.

If the regular public has the file/link. It should be ok to post it. :p
just like how this site posts all those ‘For Offical Use Only’ stuff.

Actually it generally means controlled unclassified information. Posting it by someone in the open certainly doesn't make it controlled anymore. Bad guys look for this type of information. If gives them info on how things work and put together. Cyber threats are a big issue these days.

As a side note, you wonder why so many channels get encrypted? Throwing things like this out in the open and posting PD helicopter flight history make it happen.

Believe it or not, the bad guys do listen and watch.

If you post something in a publicly accessible area, you would be a fool to think that the public will not access it.

I'm an AZ All-Hazards COML that creates documents such as this, and when my agency produces a document that we don't want the public to access, we simply DON'T host it in a PUBLIC location.

"For Official Use Only" has ZERO OFFICIAL meaning.

Do you know how many times "bad guys" have been found to have eluded law enforcement/pulled off the "crime of the century"/shot down a police helicopter/destroyed a trunking radio system/stole Aunt Bee's secret Apple Pie recipe(This one MAY have been due to inside information), because they accessed information such as this in the past 25 YEARS? Here's a hint - you only need part of one hand to count them.

"Posting PD helicopter flight history" - FFS they do NOT fly double-secret flight paths that, once discovered, will allow the terrorists to blow them out of the sky! The flight path of a police helicopter is the textbook definition of EXTREME RANDOMNESS.

Channels get encrypted for ONE reason - the agency is AFRAID for the PUBLIC to see how they ACTUALLY conduct business. For every agency that encrypts there are about 99 that do NOT encrypt. If encryption solved a REAL PROBLEM, those other 99 agencies that are NOT encrypted, would be in tatters, lying on their backs with their legs up in the air like a dead cockroach.

He didn’t post the document nor did he redistribute it - he posted a link to the document on a publicly accessible Web site.

Get out of here with these shenanigans

I literally did a 3-word Google search to find that info. SO... I don't think I've put the people of Phoenix in any more danger than they were in already. I'm also pretty sure they're not going to encrypt everything but the trash trucks because I posted a link to a document that was publicly available with almost no time spent finding it.

Those of us who know how the internet works understand that, though.

I didn't post it. I shared the URL to it. It's available in a publicly visible document. The bad guys could - maybe already have - found that document without any help from me. You don't have to police the forums. We have moderators for that.

I concur with your perspective. It's always ironic how the scanner listening hobbyists are quick to take a pugilistic stance and foolishly shoot themselves in the foot when it comes to giving public agencies just more legitimate reasons to restrict their communications.
