I'm new to scanning and today, I was at my desk at home and heard a phone conversation. It came in very scratchy. Can someone explain to me why this happened? It never happened before. Thanks.

Someone was having a phone conversation that had transmitted a signal that your scanner received.

More information is needed to provide a better answer.

It could have been a repeater used for making telephone calls.

463.175 is 1 of the Set aside frequencies known as "MED Channels" what you heard was medic or Ambulance talking on a phone patch to the Hospital, probably giving vital signs & other Medical info before or during transport. the frequencies set aside are 463.000 - 462.200Mhz ( or may be 463.175) with 12.5Mhz spacing & also +5Mhz for the mobiles

I don't know what kind of system it is, but at least an LTR system back in Panama had telephone interconnect, and people talked about a bunch of stuff as if their conversation was private, you saw it as a normal TG, but it was a call, it does get annoying after some time (it was always the same 3 or 4 ppl)

Used to get that a lot here in Vegas actually. Think it was just bleed over from a tower being too close to the other or something like that

My scanner has occasionally picked up a real scratchy signal of someone's phone, couldn't tell what they were saying but you'd hear the phone ringing right before they started talking. I also picked up a phone signal at the local mall police office about a quarter mile away from my house. Doesn't happen often and I just generally ignore it. I know you aren't supposed to be listening in on phone conversations. I suppose some cordless phones do emit a signal that get snatched up by scanners from time to time.

Every once in a while I will get someone leaving a voicemail over the Bureau County Sheriff (illinois) dispatch frequency on 151.325. Either it's coming over on that frequency or somehow it's getting into their repeater.

Anyone else get this?

Matt,

It's likely EMS traffic to a distant hospital.

Back in the 80s, I was a medic in Georgia. We had to "dial-up" the specific hospital to talk to the ER. Using 155.340, I could sit (at night especially) and hear remote stations and mobile units. Some times you could hear the tones, especially if someone dialed 133333 (the all-call/emergency tone, which opened all radios).

If your scanner is newer than 1996, then you wouldn't likely receive a cellular phone transmission. Of course, I won't say never.......bleed over from adjacent towers, etc. is possible....not probable, though.

Now, if you could catch the callsign, you could look it up (wireless.fcc.gov) to see who it belongs to....
